Tito Karnavian Perintahkan Airin Segel Mall Xchange Bintaro?

*JAKARTA,* Yatmi, ahli waris tanah seluas 11.320 m2 di Bintaro mengirimkan surat kepada Menteri Dalam Negeri (Mendagri) Tito Karnavian melalui Inspektorat Jenderal Kementerian Dalam Negeri (Kemendagri) yang isinya agar memerintahkan Wali Kota Tangerang Selatan Airin Rachmi Diany menyegel dan melarang segala aktivitas di atas tanah mereka yang dikuasai PT Jaya Real Property, Tbk.

Tanah bernomor girik C 428 tersebut dipergunakan PT JRP untuk kepentingan Mall Xchange Bintaro.

“Kami menyerahkan surat ke Itjen Kemendagri Selasa (25/8) kemarin,” kata kuasa penuh ahli waris Poly Betaubun di kawasan Bintaro, Sabtu (29/8/2020).

Di dalam surat tersebut Poly memaparkan hasil pertemuan di kantor Itjen Kemendagri pada 11 Agustus lalu.

“Pertemuan kemarin dipimpin oleh Irjen Kemendagri Tumpak Haposan Simanjuntak dengan agendanya meminta klarifikasi dari pihak-pihak dan instansi terkait,” jelasnya.

Poly menyebutkan, terungkap praktik kotor berkat keterangan Dinas Penanaman Modal Pelayanan Terpadu Satu Pintu (PMPTSP) Tangsel. Praktik kotor itu diduga melibatkan oknum aparat yaitu dalam pemberian izin.

Kata Poly, Dinas PMPTSP Tangsel mengatakan PT JRP mengajukan pendaftaran Mall Xchange Bintaro pada tahun 2017, dan 2018 terbit Izin Prinsip atau Pemanfaat Tanah. Setahun kemudian terbit Izin Mendirikan Bangunan (IMB) mall.

“Faktanya mall itu dibangun tahun 2010 dan mulai beroperasi tahun 2013. Kok izinnya belakangan, enggak benar itu,” tegas Poly.

“Dari pengakuan seorang security Mall Xchange Bintaro, sempat berdiri prasasti peresmian tapi sekarang sudah dirubuhkan. Ada versi lainnya yaitu hanya berbentuk sertifikat dan disimpan oleh pihak manajemen,” terangnya menambahkan.

Berdasarkan fakta tersebut, lanjut Poly, maka tidak ada alasan bagi Mendagri Tito Karnavian untuk tidak memerintahkan Wali Kota Tangsel Airin menyegel bangunan dan melarang segala aktivitas di atas lahan milik Alin bin Embing tersebut.

Poly mewanti-wanti, tak hanya Mendagri Tito Karnavian saja yang dikirimkan surat permohonan ini, tapi juga Presiden Jokowi Menkopolhukam, Komisi II DPR-RI, Kepala Kantor Staf Presiden (KSP), Kapolri, Komnas HAM, Ombudsman RI, Menteri ATRBPN, dan Komisi Pemberantasan Korupsi / KPK

“Kami juga mengirimkan surat pernohonan yang sama ke pimpinan di Provinsi Banten dan lingkungan Pemkot Tangsel seperti Gubernur, Kepala ATR/BPN Tangsel dan Wali Kota Tangsel juga kami kirimkan,” tuturnya.

Sementara itu, kader PDIP Banten Edmon Jamlean menegur Wali Kota Tangsel Airin Rachmi Diany untuk menjalankan Perda  No. 14 Tahun 2011 tentang Penyelenggaraan dan Retribusi Izin Mendirikan Bangunan.

Menurut Edmon, sangat jelas sekali telah terjadi pelanggaran dan pengabaian terhadap peraturan dalam proses pemberian izin pembangunan Mall Xchange Bintaro.

“Seperti yang dijelaskan Bung Poly, kok izin-izinnya diterbitkan setelah bangunan dan mal itu beroperasi. Mereka terang-terangan melakukan pelanggaran tapi tidak ditindak oleh Pemprov Banten dan Pemkot Tangsel,” ujar Edmond.

Edmond memastikan seluruh kader PDIP di Banten dan Tangsel akan memantau persoalan ini hingga selesai. Apalagi lahan yang dicaplok PT JRP adalah milik wong cilik.

“PDIP adalah partainya wong cilik. Jadi, segala permasalahan yang merugikan wong cilik menjadi tanggung jawab dan prioritas kami untuk dibela,” ucapnya.

Edmond heran, hingga kini Airin tetap  diam saja dalam menghadapi persoalan ini, padahal sudah dibahas sampai tingkat kementerian.

“Ada apa dengan Airin yang tetap bungkam. Sikapnya itu menjadi pertanyaan besar,” pungkas Edmon.  (*)
