Susun RPJMD 2021-2026, Pemkab Nias Utara Gelar Forum Konsultasi Publik

NIAS UTARA – Pemerintah Kabupaten Nias Utara melalui Badan Perencanaan Pembangunan Daerah melaksanakan Forum Konsultasi Publik Rancangan Awal RPJMD Kabupaten Nias Utara Tahun 2021-2026 yang dilaksanakan di Aula Kantor Bupati Nias Utara Selasa, 25 Mei 2021

Dalam sambutan Pimpinan DPRD Nias Utara yang disampaikan oleh Dalifati Ziliwu, S.Pd.,M.Pd menyampaikan bahwa pelaksanaan Forum Konsultasi Publik RPJMD Nias Utara 2021-2026 adalah sebagai wadah menampung aspirasi publik untuk membangun Nias Utara.

Diharapkannya dalam penyusunan rencana kerja Organisasi Perangkat Daerah (OPD) supaya berpedoman pada visi-misi Kepala Daerah. Hal ini untuk mempercepat terwujudnya pembangunan Nias Utara sesuai yang dikehendaki dalam visi-misi.

Pada kesempatan tersebut, Dalifati Ziliwu, S.Pd., M.Pd juga mengingatkan pentingnya ketersediaan data yang akurat dan valid sehingga perencanaan dan pembangunan dapat dilaksanakan dengan tepat.

Kepala Badan Perencanaan Pembangunan Daerah Provinsi Sumatera Utara DR. Ir. Hasmirizal Lubis, M.Si dalam sambutannya yang diwakili oleh Sekretaris Bappeda Provinsi Sumatera Utara Yosi Sukmono, ST secara virtual.

Menyampaikan apresiasi dan penghargaan atas terselenggaranya Forum Konsultasi Publik Rancangan Awal RPJMD Kabupaten Nias Utara Tahun 2021-2026.

Disampaikannya bahwa Forum Konsultasi Publik merupakan bagian dari rangkaian proses perencanaan pembangunan yang dilaksanakan di setiap daerah dalam rangka memenuhi amanat Undang-Undang Nomor 25 Tahun 2004 tentang Sistem Perencanaan Pembangunan Nasional yang telah dijabarkan lebih lanjut dalam Peraturan Pemerintah Nomor 8 Tahun 2008 tentang Tahapan, Tata Cara Penyusunan, Pengendalian dan Evaluasi Rencana Pembangunan Daerah serta mempedomani PERMENDAGRI Nomor 86 Tahun 2017 tentang Tata Cara Perencanaan, Pengendalian dan Evaluasi Pembangunan Daerah, Tata Cara Evaluasi Rancangan Peraturan Daerah tentang RPJPD, RPJMD dan RKPD.

Kami mengingatkan Pemerintah Kabupaten Nias Utara dalam menyusun RPJMD Tahun 2021-2026 didasarkan pada:
a. Prioritas pembangunan dalam RPJM Nasional Tahun 2020-2024 yang diselaraskan dengan RPJMD Provinsi/Kabupaten/Kota;
b. Masalah dan tantangan pokok serta isu strategis dan permasalahan yang harus ditangani dalam tahun rencana secara terukur;
c. Rancangan kerangka ekonomi daerah beserta kerangka anggaran dan kerangka regulasi;
d. Pelaksanaan Standar Pelayanan Minimum (SPM) yang menjadi kewenangan Kabupaten/Kota.;
e. Pencapaian Tujuan Pembangunan Berkelanjutan (TPB);
f. Pemulihan ekonomi dan kehidupan masyarakat.

Wakil Bupati Nias Utara Yusman Zega, A.Pi.,M.Si dalam arahannya menyampaikan bahwa dalam kerangka penyusunan RPJMD Kabupaten Nias Utara Tahun 2021-2026, ada beberapa hal yang menjadi penekanan dan perhatian.

Pertama, seluruh OPD harus dapat menjabarkan visi dan misi Pemerintahan Nias Utara dengan sebaik-baiknya. Hal ini dilakukan dengan cara menyusun sasaran OPD, program prioritas beserta indikator kinerjanya yang terukur dan tersedia data yang relevan dan terkait langsung dengan pencapaian visi dan misi, serta dalam rangka penyelesaian permasalahan dan isu strategis daerah seperti tingginya angka kemiskinan, rendahnya IPM, pertumbuhan ekonomi, penanganan stunting dan permasalahan lainnya.

Tambahnya, dengan adanya perubahan paradigma pembangunan dari money follow function menjadi money follow program priority benar-benar dilakukan.

Kemudian, rasionalisasi program yang secara nomenklatur tidak jelas dan tidak memiliki nilai manfaat bagi rakyat untuk benar-benar dilakukan.

Dan berikutnya”simultan dengan penyusunan RPJMD, di masing-masing OPD juga secepatnya terproses untuk penyusunan Renstra OPD, wajib mengacu pada RPJMD.

Pada akhir arahannya sebelum membuka secara resmi Forum Komunikasi Publik yang dilaksanakan di Aula Kantor Bupati tersebut, Wakil Bupati Nias Utara mengingatkan seluruh peserta forum dapat mengikuti kegiatan dengan sungguh-sungguh sampai berakhir. (red)
